Companies outside the EU/EEA must appoint an EU REACH Only Representative (OR) to manage REACH registrations and ongoing compliance.

According to EU REACH Regulation (EC) No. 1907/2006, the registration must be done by EU manufacturers, EU importers, or EU Only Representatives (OR). Non-EU companies cannot make the registration.
Instead, under Article 8 of the regulation, non-EU legal suppliers who manufacture a substance on their own, in mixtures, or articles, formulate a mixture, or manufacture an article imported into the EU market, can appoint an EU-based entity as their Only Representative to conduct the registration for their chemicals.
With this model, the OR shall fulfill all REACH obligations of importers, and the importers shall become downstream users in the registration according to the regulation.

Yes, they do. If your substances (alone, in mixtures, or in articles with intended release) are placed on the EU/EEA market, as a non-EU supplier, you cannot register directly. Instead, REACH regulation (Article 8) allows you to appoint an EU-based entity who acts as your Only Representative. Your OR will fulfill all REACH duties of the importers. Your EU importers become downstream users.
