    About Helpdesk

    The Helpdesk operated by Chementors SEA Co. Ltd, was established to assist companies with questions related to Vietnam and EU chemical regulations.

    Very often, the chemical regulations are found to be intensive and complex to thoroughly comprehend and comply with. Lack of information on what to follow is one of the key barriers to entering a market.

     

    The Helpdesk team consists of experienced consultants in EU and Vietnam chemical regulations. By providing free regulatory information to stakeholders, the Helpdesk hopes to assist companies open gates to reach customers in a compliant way and boost trading activities sustainably.

    Functions of the Helpdesk

    The Helpdesk provides free information on the provisions of chemical regulations to below stakeholders:

    • Vietnamese manufacturers and suppliers who would like to export products to or do business in the European Union market
    • EU and non-EU companies who would like to export products to or do business in the Vietnam market

    The Helpdesk focuses on four main categories of information to be provided:

    • Overall list of regulations that could be relevant to the stakeholders
    • Stakeholders’ roles and obligations under the corresponding regulations
    • General information on the process of how to comply with the regulations.
    • Reference to further sources of information where applicable.

    • Transportation of dangerous goods

    Vietnam Regulations

    • Law on chemicals No. 06/2007/QH12
    • Decree No. 113/2017/ND-CP
    • Circular No. 32/2017/TT-BCT

    Response times

    The Helpdesk shall endeavor to reply to the enquirers as soon as possible and at the latest within 72 hours.

     

    It is out of the scope of the Helpdesk to

    • assess a specific substance/mixture/article or supply chain to generate the final list of regulatory obligations to comply with
    • do compliance check or confirm the compliance on a specific substance/mixture/article/document or a supply chain
    • provide a tailored plan or procedure on how to fulfill the obligations
    • provide training
    • do hazard classification of substances or mixtures
    • contact authorities, laboratories, and other third parties
    • provide certificates or any kind of confirmation
    Alternatively, Chementors provides these services for companies who may need them. Kindly note that these services come with fees as they require specific expert work customized for a specific project. Please contact us for more information.

    Confidentiality

    All information sent to the Helpdesk is only used to search for answers to the questions presented by the enquirer. Confidential information will not be made public in any form.

    Non-confidential information, which will not reveal a trade secret, product formulations, or company identity, can be summarized by the Helpdesk to develop the Frequently Asked Question (FAQ) section. Any confidential information will be removed from the FAQ before publishing.

    Liability disclaimer

    The Helpdesk does not make legally binding decisions when providing an answer to a question. The Helpdesk takes no responsibility for how the answers will be interpreted or applied. Any incorrect interpretation of information about regulations obtained from the Helpdesk will not be able to hold the Helpdesk liable.

    The enquirers are at all times responsible for the information given to them and liable for all regulatory obligations applied to them.
